Mobile Station Integrated Services Digital Network (MSISDN) is the telephone number structured according to the ITU-T Recommendation E.164 numbering plan that is assigned to a mobile user. This telephone number makes it possible for any subscriber of the plain old telephone network to call a mobile station.  It is composed of the country code and the national destination code. 

That is:

MSISDN = CC + NDC + SN 

  • CC = Country Code

  • NDC = National Destination Code (identifies one or part of a PLMN)

  • SN = Subscriber Number.

The maximum length of a MSISDN to 15 digits. 1-3 digits are reserved for country code.

The difference between the IMSI and MSISDN is that IMSI is used to identify a subscriber by the operator. While MSISDN is the number which is used for dialing. So, when we call a mobile phone, it is the MSISDN number of the mobile that we call, not the IMSI.
